The error is due to being unable to setup the server on the IP address or port number you specified in the server settings. (Failed to bind to port) 

I usually get this myself when i have a VPN turned on, or if the server is already open in the background.

If you do not have a VPN turned on then try changing the port number in the server.config file to use something other than the default 25565 port. Also check your firewall settings to make sure Minecraft is not blocked in any way
