Friend’s computer cannot connect to my lan world specifically on 1.19.2 forge

Both computers are on the same network, we’ve been able to connect with each other on other versions of forge except 1.19.2, with or without mods. Every other version with or without mods works for some reason. Both of our networks are on private. My other friend, which I will be referring to as friend 2, was able to connect on 1.19.2 with me though, so we believe it’s a problem with friend 1’s computer. There were no crashes or errors when loading the game, so I’m going to give friend 1’s launcher_log.txt in hopes that it reveals something:
