[1.6.4] Auto Spawn Flowers in World

Hi am new in this and i want to know how to make that when i generate the world my custom flower be in all the world whit out of a biome some wan have the code or how do i do it, because i am making a mod and i am stuck in that part PLEASE EXTREME HELP

I use biome decorator and work , but i don't know how to run DE NET FILE AND DE MOD FILE at minecraft or how to recompile the net file and mod file to the net file be part of the mod
