NEED HELP i cannot connect to my friends all the mons server, only me having issues clientbound minecraft custom payload

this started happening after i got a new internet service provider three days ago. I read about the packet fix mod however that feels extreme for a problem only I am having. I reinstalled the modpack. The server owner re generated the world in a singleplayer so its not a corrupt world.

Other servers work fine, could this be a network setting thing? every thread I find about this issue is years apart/is just a different problem/just not helpful.

we changed region compressing and network threshold to no avail. I am certain the latter was for a different problem, we tried many things.

server ram max is 12, it was 8 but raising didn't make a difference.

Changing my ram allocation also didn't help.
