Does anyone know how to switch a lever´s state on server side?

There is the method

public boolean onBlockActivated(World p_149727_1_, int p_149727_2_, int p_149727_3_, int p_149727_4_, EntityPlayer p_149727_5_, int p_149727_6_, float p_149727_7_, float p_149727_8_, float p_149727_9_)

which probably does exactly this, but this seems to be designed for player interaction only. What do these parameter do or is there a other way to change the state?

P.S.

I want to implement some sort of command that changes a redstone signal somewhere and I thought the best would be to change a lever state. (It should be server only, so no new blocks)
