Can't get forge src or mcp to be installed

So was following manus tutorial on how to get mcp installed. But everytime I run the install cmd of 1.6.4 forge src. I get this error

I dont know what's causing the problem. Is it because of the jdk(jdk-7u55-windows-x64.exe) I installed?
