gradlew setupDecomWorkspace crash need help

I'm trying to update my mod to 10.13.0.1180 but when I run the command gradlew setupDecompWorkspace it crashes with this error:

 

Cannot find System Java Compiler. Ensure that you have installed a JDK (not just a JRE) and configured your JAVA_HOME system variable to point to the according directory.

 

I have jdk1.7 installed and my JAVA_HOME is set to C:\Program Files\Java\jdk1.7.0_60

 

Why is it not working? Any help would be appreciated, thanks!
