Removing enchantment cap.

So I'm trying to create a mod which will remove the level 30 enchantment cap. Vanilla has it so items reach a limit to being repaired. I want to remove the cap. How would I make it so the cap is either at a super high level or just doesn't exist?

  Please read the FAQ (https://forums.minecraftforge.net/topic/125488-rules-and-frequently-asked-questions-faq/) for how to properly share logs. The error above indicates that you need to allocate more memory to your game instance.

  I'm running a server on Forge 47.3.22 and it's crashing almost every day due to a tick taking longer than 60 seconds. I'm hesitant to set the max tick time to -1 because I'd rather just solve the core issue if possible. Here's a crash report: https://pastebin.com/pg9bXECn. Mod list starts at line 904. It suspects Alex's Caves, Valkyrien Skies, and Radium, but I couldn't find any related unsolved issues on their githubs that could point me to a solution. Any help would be appreciated!
