How to load other mods with Forge?

I am New to Forge.  Installed latest version on server and one client.  How do I get other mods to work?  I thought you just put the mod files in the mod directory?  I've been trying so far with Optifine which I read was compatible, but no luck.

"No luck" as in the mod isn't present.  So far I tried dropping the .jar file in the mod directory, then tried dropping the folder with the jar file in it, then the jar file and the .json file together.  I'll look for the logs.

I assume the .jar file goes only in the mods folder for the client?  Although I tried client, server, and both.  Now that I know for sure  how not to place the file, I'll look further.

      My 1.20.1 mohist server crashes, and I don't Know why

      My Mohist server crashed as well but all it says in logs is " C:\Minecraft Mohist server>java -Xm6G -jar mohist.jar nogul  Error: Unable to access jarfile mohist.jar   C:\Minecraft Mohist server>PAUSE press any key to continue  .  .  . " Any ideas? i have the server file that its looking for where its looking for it.
