Forge Not Working Windows 8.1

Please help.  I am running windows 8.1, java version 7 update 71.  I installed forge, and now when I run minecraft with forge, it does not open.  If I run minecraft in 1.7.10 there is no problem.

 

I tried to get the log file, but don't know what program to use to open it.  Both notebook and clipboard aren't working.

This is the log from the launcher, it says I am running Java 1.8.0_25, which is not what the Java website says.  Any ideas what to do?
