strange issue loading a minecraft server on windows server 2012

but i got this error and the sever is in F:\ATluancher\Servers\....

i have so far tryed and failed editign the startup bat file

o yer i would like to note "Searching C:\Windows\System32\mods for mo

ds" its looking in system files for mods??

ok i will start from the start, got at luacher downloaded the server in the folder i got forge-1.7.10-10.13.2.1277-universal.jar and minecraft_server.1.7.10.jar and a launcher.bat and files bah bah bah ofc tryed runing the .bat and i get that error and no eula but it get around the fact there wasnt one i ran the minecraft server.1.1 bah bah bah and got it that way agreed to it by changinh "false" to "true" the tryed the forge bah bah.jar again but same error again

ok but i found the eula.txt fiel added by the forge its on my c:\windows\system32

sooo if fourge is on my f drive why is it putting files on my c drive ? in system32

and sorry tangent there to answer the question you asked ATLauncher is what i used to download the server files not to lauch the server it gives a launch.bat as i showed in original post

aaa think i might of found my issue, java 8 was trying to use system32 uninstalled 8 and just left java 7 on ...........
