Forge 9.11.1.953 Minecraft Cant Run this version or later for 1.6.4

Can someone please tell me what is wrong with forge? Buildcraft requires atleast 953 of forge to run so i went and got it and when i went to run minecraft it failed to start up... the launcher disapears as i click play and then nothing appears... not even a java progress is running. i deleted my .minecraft folder and created a clean install of minecraft running vanilla minecraft 1 time at 1.6.4 and then installing forge and running that. no other mods have been added running strictly forge.. and the same issue persisted.. i am convinced that it is forge that is causing this problem as i have tested this on 4 computers total all having the same issue on 2 windows 1 mac and 1 linux. What is happening that this cant run? please fix this if you can

All the best mods are for 1.6.4 but thanks for instead of answering  my question you tell me to do something unrelated :\ I dont want to update because im trying to get Specific mods to work that arent updated past 1.6.4
