Error when Installing Forge

I am trying to install forge on my Windows 8 laptop but I constantly get the same error, no matter the version of Forge that I try. I could not copy and paste the error so I have included a screen shot.

I have tried all the recommended versions and also the latest versions to no avail. I have also, opened minecraft 1.8, updated Java, reinstalled minecraft, downloaded the recommended folder on the 'Rules and EAQ' page, extracted the files to .minecraft and I still get the same error. How can I fix this?
