when i download forge 1.8.9 or 1.9 both installer and zip file all i get it when i click on the file is

c:\users\user\documents\downloads\forge-1.8.9-11.15.1.1722-installer.jar application not found please help all i want to do is use a simple weapons mod and it wont work with my pixelmon launcher
