[1.10.2] XPOrb not dropped when using "fill/destroy" command

If I use "fill/destroy" command in latest version of Forge in 1.10.2, XPOrb is not dropped when breaking coal ore, redstone ore, diamond_ore etc. For instance, these 2 commands, one to place coal ore under player and another to break it:

 

/fill ~1 ~-1 ~1 ~-1 ~-1 ~-1 minecraft:coal_ore 0 destroy

/fill ~1 ~-1 ~1 ~-1 ~-1 ~-1 minecraft:glass 0 destroy

 

Second command will NOT drop XPOrbs. In Vanilla 1.10.2 same command will drop XPOrbs. If this is by design, is there a config option to disable it?
