Trying to create a server no mods are in use yet, just trying to get the server working first

 

When trying to create a server, whenever i try and launch the "minecraft-universal-1.6.4-9.11.1.965" jar file, it just wont load, gives me the loading icon for about 1 second, and creates "ForgeModLoader-server-0"  this is what that file says.
