[1.11] How does notifyBlockUpdate & markDirty work?

Hi,

 

I'm creating a TileEntity and I want to do it right. I've already made other TileEntities, and I'm calling notifyBlockUpdate and markDirty without knowing what it does exactly. Can someone explain what it does?

 

1. What is notifyBlockUpdate?

And what can you do with the "Old State" and "New state" parameters?

Because I'm using it so that getActualState is called, "Old State" and "New State" are just the same when calling this method.
