Is the minecraftforge maven misbehaving? This has been going on for about an hour now (alternating with connection timeout errors)

D:\Games\Forge_Eclipse_workspace\minecraft-roguelike>call gradlew.bat setupDecompWorkspace --refresh-dependencies

FAILURE: Build failed with an exception.

* What went wrong:
A problem occurred configuring root project 'minecraft-roguelike'.
> Could not resolve all dependencies for configuration ':classpath'.
   > Could not resolve net.minecraftforge.gradle:ForgeGradle:2.2-SNAPSHOT.
     Required by:
         :minecraft-roguelike:unspecified
      > Could not resolve net.minecraftforge.gradle:ForgeGradle:2.2-SNAPSHOT.
         > Unable to load Maven meta-data from http://files.minecraftforge.net/maven/net/minecraftforge/gradle/ForgeGradle/2.2-SNAPSHOT/maven-metadata.xml.
            > Could not GET 'http://files.minecraftforge.net/maven/net/minecraftforge/gradle/ForgeGradle/2.2-SNAPSHOT/maven-metadata.xml'.
               > Connection to http://files.minecraftforge.net refused

I get this occasionally.  It clears up eventually.  Time may vary depending on where the problem is along the connection path.
