Can I get the default enchantments for an item?

I'm making a mod that will generate random loot, and would like to offer the option to spawn enchanted items based on vanilla enchanting. Is there a way to get (or just go ahead and apply) the enchantments that an enchanting table would apply?

    Oh perfect! I didn't realize this was a vanilla function. So I may not even need a mod if I can do this with just command blocks.
