Cant get Forge to work on Minecraft Server

I've a vanilla minecraft server in a separate folder and now want to install Forge on it.  I have downloaded the latest Forge.zip to the same folder but when I try to java -jar the file I get the following error

There's a lot more detail but to put it briefly - I am connected to the internet but for some reason the files just dont download. I turned off my firewall and still no joy.  Any help much appreciated.

Did that - it works fine now.  Many thanks.  Now all I need to do is find a list of mods that work with Forge and server.  Any easily browsable lists around?  I set up a batch file that runs server from the forge.zip file.  So anything that I can just dump in the mods folder would be awesome.
