Chunk Array Order

My question is pretty straightforward: How does one convert x, y, z block coordinates into the chunk byte array for blockIds?

 

I've tried copypasting the way Chunk handles it when you do something like world.setBlock but it causes too much lag to be of use anymore. (I know this is the part of generation that lags because without it my FPS is much smoother.)
