Fortune bug with crop harvesting (1.11.2)

I noticed  today (using 1.11.2-forge1.11.2-13.20.0.2235 with Journeymap 1.11.2-5.4.6) that fortune enchantments do not seem to increase carrot/potato drops. It doesn't seem to be a bug related to Journeymap - the bug persisted after re-installing minecraft and only the forge (1.11.2-13.20.0.2315) with no other mods.

 

- Unmodded vanilla isn't affected - using fortune 3 pickaxe yielded ~4.5 carrots per block, compared to ~2.7 with no fortune enchantments

- I couldn't notice any increase with the drops while testing with forge, suggesting it's forge-related bug

- Fortune enchantment seem to work with other blocks, such as diamonds/redstone/gravel (even without using primary tools to break the block)

- I haven't noticed bugs with any other enchantments (such as silk-touch)
