I cant Install 1.6.4 forge even when ive ran vanilla version 2x! PLEASE HELP MEE!!!!

ok so i want to get popular mmos mod pack for 1.6.4 forge but when i tried to get it it said i need to run the vanilla version at least once. so i did that now i still cant get it downloaded PLEASE HELP MEE!!!! i really would appreciate it!
