Forge freezes on game startup

I've ran into an issue where Forge will freeze upon launching the game, staying indefinably in the splash screen or staying permanently in a black screen if the splash screen has been disabled. After tinkering around for the better half of the day, I've decided the issue isn't with forge itself but something on my end. I figured I'd still try to seek help here all the same.

While I have NOT tried opening a sever, these are some of the things I have already tried when launching the game;

  • Removing one mod at a time to see if a mod was causing an issue
  • Launched with only one mod at a time to see if it would even load it
  • Launched with no mods at all to see if it made a difference
  • Restarted my computer
  • Re-downloaded Minecraft proper
  • Re-downloaded Forge 1.12.2 Universal, latest, and recommended
  • Disabled the splash screen
  • Downloaded versions 1.11, 1.10, and 1.7 of Forge to see if the same problem existed and it did
  • Disabled the splash screen for them as well
  • Updated my drivers to see if they were causing the issue

What confuses me is the base game itself works absolutely fine; you can load any existing version of it and play all you want. As soon as a forge file is loaded though, it freezes.

I have also tried running other games that use java and openGL, and they work fine.

Here is the latest fml-client report; https://pastebin.com/jUp2xAvb

Again, any help, tip, or assistance would be appreciated.
