Do you have any other mods installed? Remove all texturepacks and force update, then install forge. Test to see if that works. If it does proceed to install one mod then test, and repeat until all mods are installed to diagnose the problem.

 

If you have an HD patch or optifine they will do that to the textures and I've had that happen before.
