[1.12.2] Is it possible to load a DLL or communicate with another program on a socket in mod?

I am trying to load a dll in mod that communicates with another program via jni.
If this does not work, you will write code to do direct socket communication.
Is it possible?

    Even if this is resolved, local networking is a much better idea. Because if you need to use a dll it won't run on Linux so your mod isn't going to work on most servers!
