failed to download libraries

I am trying to install forge 1.8.9 but it says failed to download libraries.  

 

I have tried running it manually by cmd but that didn't fix it I don`t rely know what to do next  

I want to use forge for some mode that I can`t play without. 

 

it has 9 files that failed to download
