Yes, in the server mods folder i have:

 

Backpacks -1.12.2

BattleTowers-Mod-1.12.2

Infernal-Mobs-Mod-1.12.2

Lostcities-1.12

Mantle-Mod-1.12.1

Tinkers-Construct-Mod-1.12.2

Tree-Chopper-Mod-1.12.2

 

I already tried taking out all mods in folder and use this code to start the .jar:

java -Xms10G -Xmx10G -jar forge-1.12.2-14.23.3.2655-universal.jar"

Try reinstalling forge also you shouldn't have the initial amount of memory set to the same value as the max.

set the max (xmx) at most to 1/4 of the amount of memory installed in your computer 

set the min (xms) to 1G

I will try to reinstall the forge, but, about the memory, i have 20Gb on my computer.

Yea you really shouldn't exceed 6GB for the server especially if your client is also running with 6GB Windows usually wants about 4GB which leaves about 8GB for other background tasks.

and or go to youtube and find the video if you can't read the description watch the vid and put in the one for 1 gig of memory it worked fine for me and I was using around 48 mods
