Forge(1.12.2) failed to download libraries

alright, so when i boot the recommended forge installer for 1.12.2 it failes to install and it gives me this error. does anyone know how to deal with this? i tried downloading the libraries manually but that didnt work, so please can you give a precise description of what i need to do? thanks

i did that, and it managed to download the files, but now ive been waiting 10 minutes for the forge profile to boot up. i dont think its working...

2 Weeks ago i got a new laptop and installed on it curseforge and normal minecraft and java, and wanted initialy to test how some modpacks would run to then start a new world to play when i had time.
Fresh windows 11 install, i wouldn't think anything could happen but bam error -1073741819, and i can't find any way to remedy this. I reinstalled java, updated drivers, reinstalled minecraft, launchers, even prism launcher, tried eclipse temurium instead of normal java... nothing seems to work

okay so, for reference im using The Obsessed mod, (not sure if it helps, but might as well include it), and it shows the driver issue popup in the logs, so i go through the three solutions, but it still pops up and minecraft doesnt. can i have some help? thanks! :)
