Command Tabbing Not Respecting My set indexes

Expected Result: tabs getURL first
Actual Result: tabs "aaa" first

    public List<String> getTabCompletions(MinecraftServer server, ICommandSender sender, String[] args, @Nullable BlockPos targetPos)
    {
		List<String> list = new ArrayList();
		list.add("aaa");
		list.add(0,"getURL");
		System.out.println("list:" + list);
		return  list;
    }

Output of console:

Unexpected Result: aaa comes first when tabbing even though I don't say to order my lists like vanilla does.
