Problem with custom Gif in Loading Screen

(I have no idea where I should post this so sorry if it is in wrong sub-forum!)
Well I am customizing Loading Screen and I changed colors and loading Gif image in the corner... The problem is: It is not scaling down and it looks like there are no delay between animation frames


Here is a video that shows what is going on there

 

 

And here is how this Gif should look like:
