Cannot setup Forge Server 1.12.2

Hello, when I tried to setup a 1.12.2 forge server with the version 14.23.5.2806, what my launcher showed me was a vanilla server. Here is the serve folder and log file. It seemed that the server didn't even run the mods. So may I ask for some help here please? Thanks a lot.

    Omg. I finally can open it. I just changed my java version back to java 8 and downloaded again. Thanks a lot!
