1.14 is finally out as the forge for 1.13.2, and itls only in beta. To develop forge 1.14 it would take even longer because of developing forge for 1.13.2. So, what do you think about just skipping 1.13.2? What the point of developing forge 1.13.2 now? Also, now there are few more modloaders in the internet, which are getting more and more popular because their development is a lot faster than forge. And another reason of skipping 1.13.2 that it's extreamly laggy by it self. Now imagine it with 100-200 mods. Would be impossible to play...
