Libraries failed to download

So recently I made my return to Minecraft after around 2 years and I wanted to install some mods such as optifine and betterpvp so obviously I used Forge to do so.

However when I install client on Forge I am alerted with the message that many libraries have failed to download.

Can someone help me as I have never had this issue with Forge in the past, thanks.

Minecraft Mod Gradle Build not working

The settings.gradle file has been fixed. But, the build.gradle has an error now.
Error:

[SOLVED][1.21.8 | Forge 58.0.5] How to cancel InputEvent.MouseScrollingEvent?

Personally, I just use event.SetCanceled(true) in my handler and it blocks the scroll well.
Even if the method does not appear clear, it is available via the Cancellable interface.
It works at home without additional hacks.
