Hello,
I'm trying to create a Forge server for 1.12.2. I downloaded the Installer (Both the exe and .jar file) to install the server. Forge version 14.23.5.2768.
The problem is that i get stuck on this: 761f0aaf82.png

I tried diffrent version of the mod but it still doesn't progress.
The Server file and the libraries folder are created but the folder is emty.
I tried do create a server with the universal file and a .bat starter but i get a error that says that the libraries are missing.

I reinstalled Java several times and i installed JDK and JRE.
I'd really appreciate any help.

it just says:

Okay, i waitet for about 15 mins now and it just started downloading.
