Cannot install Forge 1.13.2

UPDATE: As a test, I installed recommended version of Forge 1.12 (new profile) to see if it would download. It downloaded successfully. It appears this problem is exclusive to 1.13.2.

Recently, I've wanted to play forge on 1.13.2 for a specific mod (Voxelmap 1.13.2). However, after many different attempts in hopes of fixing it, I've been entirely unable to download anything for forge 1.13.2. Whenever I try to download the Installer and make a new client for 1.13.2, this error repeatedly. The image of the error has been attached.

I think it'd be important if I provided some background information. I tried to install Voxelmap 1.13.2. When I tried installing for Rift, an error occurred when trying to run. This error occured after I installed with the .jar file to make a new profile. When I try to run the profile, halfway through the download fails and an error is displayed on the minecraft launcher. I am not trying to fix Rift, only Forge (Though the solution might fix both).

I have installed the following mod loaders:

liteloader for 1.12.2

forge for 1.12.2

liteloader with forge for 1.12.2

fabric loader 1.14

forge 1.11.2

optifine 1.11.2

For both errors, they involve not being able to download libraries.

I have already tried the two typical solutions:

Running the installer from cmd

Updating java

I don't know what else to do now. Please tell me if any more information is needed and a possible solution.

Note: This is a Win10 64x computer
