Minecraft Forge 1.14.3 doesnt turn into a Java file or smth

Hi! Today I tried to download forge for minecraft 1.14.3. But when I click installer, it downloads WinRaR file which doesnt work when put into the "versions" folder (I tried opening with WinRaR to make a normal folder as well - doesnt work). Please help, thanks. :)
