Description of issue:
Server doesn't start on a fresh install (it doesn't even create the eula.txt file)
I even tried it with the MDK from IntelliJ and it seems to be a wrong mcp version

Minecraft Version: 1.14.3

Forge Version: 1.14.3 - 27.0.47

Steps to Reproduce:

  1. Install server
  2. Try running the server
  • Quote
