hello I tried to open forge but it only shows the loading thing next to the cursor and doesn,t respond at all.

However it gives me a notepad file that says an bunch of commands. I don't know what to do with it so im asking.

Yes I installed the latest version, I tried universal and windows launcher but didn't work anyways

Might be a corrupted download...? Try downloading the latest forge installer again, and see if that works.
