So I had a bunch of mods in 1.12.2 and was in the process of adding more. However, the Morph mod required a forge # higher than the one I had; So I just decided to get the 1.14.2 as it was higher than what I had (14.23.5.2781) and was below 9999.9 (The mod was being a smartass so I was too). Now when I play the forge 1.14 it says the mods are "outdated" and may present problems. So I go to switch back to 1.12.2 only to find that the game decides to erase all memory of the 1.12.2 save file (see pic below). I want to get my 1.12.2 back please.

Assuming by "save file" you mean "installation" (since that's what your screenshot shows): You can just create a new one (with the button conveniently labelled "New") and choose the already installed 1.12.2 version of Forge. Also: I highly recommend you set the Game Directory, to keep mods, saves, etc. separate per version.

Ok, I know how to get mods and stuff but where would I find it if I didn't rename or move anything? (windows 10)

So I think I made the problem worse :)

I deleted the 1.14 installation and downloaded the 1.12.2 and was joyed when it looked like it worked. However, now I cannot delete this installation nor does it work. It crashes and when I try to view the crash report it doesn't do anything (I click it, nothing happens, etc.)

I should mention I tried to completely remove MC and failed (not sure how) and deleted everything labeled "minecraft"

To find the folder

DO

windows + R

Write %AppData%

click ok

open .minecraft

go in the mods/ folder

At this point, if you deleted everything, I really advise you to use the launcher MultiMC, its easier to use, it has a lot of new functionality  and has an auto forge installation system
