Forge not creating a selectable verison

So, forge seems to install correctly, gives a selectable forge profile. It shows a  Forge version in the "versions" folder but when i go into the settings theres no forge version to select in the drop down menu.

I asked a similar question yesterday but just today found more details, and felt it was worth a new topic to explain better.
