Trying to make a Frost Walker-like enchantment, but it doesn't do anything

Hi, I'm having an issue with adding a frost walker-like enchantment, and a friend told me to ask here. The issue is that it doesn't have the effect it should. It appears and can be added to boots properly, but when I go to test it, it does nothing. I've confirmed this is only an issue with this specific enchantment, as when I made a different one for testing, it behaved exactly as expected. My code is below(ignore the explosion one). • The unlocalized name for your enchantment (setName) should contain your ModID to avoid conflicts.

Assuming you want to replicate what vanilla does (since you just copied the vanilla code...): Look at where vanilla calls it.
