This is currently what my server folder looks like:

I'm aware that the run file is used to allocate ram.

This is what that file looks like:

When I run it  cmd crashes and nothing happened, my trouble shooting has led to nothing so I have no idea what to do.

The server does correctly run when I run it via the forge-1.12.2 jar file.

 

My pc has 16 gig of ram most of the time having 10 spare so 8 shouldnt be an issue.

I have a non forge server which runs fine, I'm out of ideas please help.

Yes, this should work fine, although, I suggest not including the nogui as to be able to evaluate how your server is performing on 8g as to decide to up your capacity to 10 or not.
