Fabric keeps adding itself to the mod folder every launch, Forge isnt working due to it. Help

Hello! Need some assistance, I deleted Fabric due to it clashing with Forge however it keeps re-adding itself to the mods folder every time I launch the game which is stopping Forge from operating. Is anyone able to help me fix this? I have tried everything.
