Incompatible modlist

Minecraft Version: {1.14.4}

Forge Version: {28.0.100}

Steps to Reproduce:

1. install all the same mods and forge versions
2. go to server browser
3. hover over red "X"

Description of issue:

The client says theres a modlist incompatibility however nothing is incompatible, thus it should not show that red X or have any issues with the modlist.
This issue does not prevent joining of the server, however it displays Incompatible Modlist when hovered over, which can confuse players.

I couldn't add the log for my client as it is too large, however I can upload it (which is against the rules in the FAQ post.
