my specs are gtx 1070 i7 6700k 16gb 3000mhz ram idk why but all mod packs in minecraft forge or not lag and have awful stutter problems

    well, it could be your using a 32-bit version of java, or it could be one of the mods you have.  Sadly with the info, you provided I can't tell what exactly the problem would be.
