[1.14.4] Player cannot join server "Failed to synchronize registry data, closing connection"

A friend and I are new to hosting servers, and she's trying to join my modded Forge Server. I'm running forge-1.14.4-28.1.85 for a 1.14.4 server. We both have the latest versions—all downloaded tonight—and the same mods—also all downloaded tonight—loaded in our Minecraft client folders as well as on the server.

We originally ran the server as Vanilla and it worked fine (i.e. she was able to connect) and the problem of her not being able to join began once we started fresh and I ran the server through forge. She gets the error "Failed to synchronize registry data, closing connection" on her screen.
