I can't open the installer of forge

Every time that I try to open the installer a black tab appears and disappears at the moment. Help

    Hi.

    I have same problem as Redoccer and as diesieben07 suggested I've tried to use Jarfix but for some reasons it keep saying that I don't have Java installed, but I know I do have newest version. 

    Any suggestions?

    How can I know that Java is installed?
