Hey having trouble setting up a modded server for 1.6.4 forge 9.11.1.953

Hey hope someone smarter then me can help me out this is the ForgeModLoader-server-0 that was made when i ran the minecraftforge-universal-1.6.4-9.11.1.953 it did not make a eula.txt file for me to change from false to true so that i am guessing means something is wrong could really use the help if it matters i'm trying to make a modded server for the fellowship mod pack but that shouldn't matter because i have not added the mods for that pack to the mods file yet.

Hope someone can help :D
