Where do I install downloaded mods

I have downloaded mods for the Forge server, however they do not seem to load. Where do I install them?

 

Do they go into .minecraft/mods or <server>\mods or <server>\plugins? 

I have googled this and as usually it is full of crap from squeakers with no useful information.

Also how do I set my account as server owner so I can access creative mode? I set it in server.properties but it appears forge does not respect this config file.
